How he could still be on their list is ridiculous. It shows the US’s hypocrisy when it comes to the Situation in South Africa. Making a big HooHa about how they wanted Apartheid to end when they were one of the biggest supporters of the Apartheid Government.

Never under-estimate the capacity of the bureaucracy for stupid sloth. If it is so bad in the most advanced country in the world imagine the horrors bureaucracy must be wreaking all over the world!
